Who may apply
- Filipino government employees nominated by their agency
- Applicants 40 years old and below, with remaining service years sufficient to fulfill the return-service requirement
- Individuals with at least 2 years of government service
- Permanent government employees holding a permanent appointment
- Professionals with a college degree related to the field of study, or significant demonstrated experience in the field
- Applicants with no pending application to any other scholarship program
- Applicants who have completed prior service obligations required under Executive Order No. 367
- Slot count not specified

Qualifications
Applicants must have the following qualifications:
- Must be 40 years old or below, subject to serviceability of the return-service requirement
- Must have rendered at least 2 years of government service
- Must hold a permanent appointment in a government agency
- Must have a college degree relevant to the chosen field of study, or demonstrated ability/experience
- Must not have a pending application for any other scholarship
- Must have completed previous scholarship service obligations under Executive Order No. 367, if applicable
- Must be nominated by their agency head and certified as having:
- No pending administrative or criminal cases
- No pending scholarship nomination to another program
