Who may apply
- Citizens of ADB borrowing member countries, including the Philippines, who wish to pursue a Master’s degree in Japan.
- Applicants aged 35 years or younger at the time of application.
- Professionals with at least two years of full-time work experience who plan to return and contribute to development in their home country.

Qualifications
Applicants must have the following qualifications:
- Must be a citizen of an ADB borrowing member country and not hold dual citizenship with a developed country.
- Must hold a bachelor’s degree or equivalent at the time of admission.
- Must have secured admission to an approved Master’s program at Kyoto University.
- Must possess at least two years of full-time professional work experience.
- Must be in good physical and mental health.
- Must commit to returning to their home country after graduation and work for at least two years.
