- First-year to fifth-year college students enrolled in accredited Higher Education Institutions (HEIs)
- Students from low-income families or financially challenged backgrounds
- Applicants currently enrolled in any partner HEI offering the Kuya Win Scholarship Program

Qualifications
Applicants must have the following qualifications:
- Must be a first-year to fifth-year college student enrolled in a recognized HEI
- Must belong to a financially challenged or low-income family
- Must meet the eligibility and academic requirements prescribed by the applicant’s respective HEI
- Must be able to submit complete documentary requirements including barangay certificate of indigency, certificate of registration, and academic records
