Who May Apply
- Must be a resident of Capiz
- Must be enrolled or planning to enroll in a recognized college or university
- For incoming first-year students: must have completed high school or its equivalent
- For 2nd–4th year college students: must be enrolled in the upcoming semester and have no failing grades in previous semesters
